
In Pakistan’s secondary education system, the Higher Secondary School Certificate (HSSC) is an official credential awarded to students who pass a national standardized examination after completing the 11th and 12th grades. The certificate is issued uniformly by the Boards of Intermediate and Secondary Education (BISE) in each province and at the federal level, and serves as the legal requirement for admission to higher education. The HSSC offers a diverse range of academic streams: the Science stream (F.Sc.) includes preparatory programs for engineering, medicine, and computer science; the Arts stream (F.A.) covers the social sciences and humanities; the Commerce stream (I.Com.) focuses on accounting and economics; and the Information Sciences stream (ICS) includes required courses such as English, Urdu Studies, and Pakistani Studies. Official Accreditation and International Standing
The core authority of the HSSC certificate stems from Pakistan’s legally established issuing bodies—the provincial and federal Boards of Education (BISEs)—as well as the Inter-Board Coordination Committee (IBCC), which is responsible for the unified management of qualification equivalencies. The IBCC’s mandate is to evaluate qualifications and certificates up to the HSSC level from over 150 educational boards both domestically and internationally, ensuring standardized articulation between different educational systems.
In terms of international recognition, Pakistan has fully implemented a new national curriculum, committed to shifting from rote memorization to conceptual learning. The first cohort of HSSC graduates, who will complete their examinations under this curriculum in the summer of 2026, will have their qualifications assessed by the UK ENIC as equivalent to the GCE Advanced Subsidiary (AS) Level (RQF Level 3), marking a significant enhancement in their international comparability. In Commonwealth countries and major European nations, HSSC graduates are typically required to submit an official equivalency certificate issued by the IBCC when applying for undergraduate programs to ensure full recognition of their qualifications across international education systems.
Global Recognition and Study Abroad Pathways
The global recognition of the HSSC certificate has been validated by top universities in the UK, Canada, Australia, and other countries. In North America, HSSC graduates have collectively secured over $40 million in scholarships and continue to pursue further studies at top Pakistani institutions such as NUST, GIKI, and LUMS, as well as prestigious universities abroad.
Taking the UK higher education system as an example, many British universities have established clear admission criteria for the HSSC. The University of Warwick accepts applications for undergraduate programs from students holding the HSSC who have completed an International Foundation Program, typically requiring an HSSC average of 75% or higher. The University of Ulster requires an overall HSSC score of 75% with no individual subject score below 75% for its undergraduate programs. Similarly, Liverpool John Moores University requires an overall HSSC score of at least 75% (with some programs requiring higher scores); however, for students entering through a foundation program, the requirement is relaxed to an overall score of 50% with no individual subject score below 50%.
New Grading System and Official Validation
Starting in 2024, the IBCC will officially introduce a 10-point letter grading system (A++ to U) to replace the previous 7-point system, aiming to more accurately reflect students’ learning outcomes. A++ is awarded to candidates scoring 96% to 100%, while a D grade corresponds to 40% to 50%. The passing threshold has been raised from 33% to 40%; those scoring below 40% receive a “U” grade and may apply for a retake. As a statutory accreditation body, the IBCC requires that all certificates be verified by the original issuing BISE board prior to submission for accreditation, to ensure the official authenticity and legal validity of the qualifications.
